sorry, but I really feel burdened by electing undeserving public officials

So here are some researches regarding the functions and responsibilities of our Barangay officials (thanks to Wikipedia) that might help us to think deeper regarding who are the deserving people we should vote on October 25, 2010. And since barangay is Philippine's smallest political unit then we should be more careful upon deciding to whom we are going to entrust our hopes and dreams.

I've witnessed a barangay without united rulers which resulted to disorderliness and people unconcerned to their neighbors and environment. And as what Efren G. Peñaflorida's had said during his speech at CNN Awards Event, "You are the change that you dream and collectively we are the change this world needs to be", then we should not forget how to love our own life, people, nature and so our government leaders. We have to submit to them and support their visions. God made us caretakers of His beautiful creations and we Filipinos are very lucky on having this freedom we know but we should be wise when and how to use it.

And so let's be in one heart, one vision... let's all vote for people we think are committed to the public and we sure want to support once elected with their projects. Pilipinas, kaya natin ito!!!

A barangay is the smallest administrative division in the Philippines and is the native Filipino term for a village, district orward. Barangays are further subdivided into smaller areas called Puroks (Zone). As of December 31, 2006 there are a total of 41,995 barangays throughout the Philippines.

Barangays are led and governed by its barangay officials. Barangays are composed of a Punong Barangay, 7 Barangay Counselors orBarangay Kagawad, and a Sangguniang Kabataan (SK) Chairman which is considered as a member of the Council. Thus, there are 8 members of the Legislative Council in a barangay.

A Punong Barangay, also known as a Barangay Captain is a government official elected by registered voters in the Philippines. They and their respective councils are designated to head barangays.

He/She is responsible for implementing all ordinances, resolutions and laws in the barangay. They are in charge of governance, financial stability,development provisioning, leading the barangay legislation or workforce and ensuring peace and order within the community.

A barangay captain also acts as liaison between his community's people and higher government officials such as city or municipality mayorsand province governors. They control all meetings and assemblies with the barangay officials, help with the mayor's government obligations and facilitate all basic services in accordance with the law.

Barangay captains have the power to appoint and remove barangay officials. Theyorganize community programs, facilitate fund-raising activities and promote the welfare of their community. They make sure that everyone is orchestrated towards the improvement and the betterment of thebarangay, their properties, cleanliness and orderliness.

A Barangay Kagawad, abbreviated as "Kgwd.", is an elected government official who is a member of the Sangguniang Barangay (Filipino, "Barangay Council") of a particular barangay. Formerly called konsehal ("councilor"), a barangay kagawad participates in the governance and activities of the barangay together with the other kagawads, the Punong Barangay ("Barangay Captain") and the members of the Sangguniang Kabataan ("Youth Council").

Barangay Kagawads are mandated to function as the legislative workforce of the barangay. They function in a similar manner as their counterparts in Congress and the Senate as kagawads are expected to create and sponsor barangay resolutions and ordinances. For this reason, basic knowledge of the law is required and is expected of each barangay kagawad in order to perform their mandated responsibilities.

A kagawad, as a member of the sangguniang barangay, should also ensure to provide their constituents with basic services such as peace and order, formulating measures to eradicate drug addiction, maintain barangay-owned properties and infrastructures,maintain cleanliness and beautification of the community and to promote the well being of the youths.

Barangay Kagawads are also expected to assist the Punong Barangay in performing his or her function.

The Sangguniang Kabataan (SK) (Youth Council) is the governing body in every chapter of the Katipunan ng Kabataan (Youth Federation). Each barangay in the Philippines is mandated by law to have its own chapter of the Katipunan ng Kabataan, aging from 15 to 21 years old who resides in their respective barangays for at least 6months and registered in the Sangguniang Kabataan, or in the official list in the custody of the barangay secretary.

The Sangguniang Kabataan is the youth legislature in every local village or community. They are in the age bracket of 15 to below 18 years old during the time of election. They initiate policies, programs and projects for the development of youth in their respective political territories.

The Chairman of the Sangguniang Kabataan acts as the Chief Executive of the Sanggunian (Council) while the Kagawad (Councilor) as the legislative council. The Kagawads approve resolutions of the Sanggunian and appropriates the money allotted to the council, a share in the revenue of the Barangay.

He automatically gets chairmanship of the Committee on Youth and Sports, one of the standing committees in the village council.

The barangay SK Chairman represents the barangay in the municipal or city federation.
